From ‘94 to ‘23 this unassuming street featured an even more unassuming yet magical fish factory that at its peak employed more than 40 people, packaging and shipping the goods of the Baltic Sea to our neighbors and beyond. Ever since 2023, due to a variety of factors, an ambitious bunch got the chance to take over the complex and write their own history.

By 2026, Paavli Kultuurivabrik has grown into one of the city’s most active cultural centres, bringing together music, art, creativity and community. Since opening, Paavli Kultuurivabrik has hosted over 900 events and welcomed more than 150,000 visitors. We have become an important partner and platform for musicians, promoters, artists and creative organisations in Estonia and beyond.
